How to import brushes:
Photoshop: Sometimes drag and drop in Photoshop doesn’t work and preset installation has to be done manually. Just open Brushes window and go its menu => import => and then choose the path where downloaded .abr file is located.
ProCreate: If you use Mac, you can share the downloaded brushes via AirDrop and "open with Procreate" and brushes will be installed automatically. Or you can install them manually. Just put .abr file to your ipad or icloud, then open/create any canvas and go to brushes tab. You will see a "+" sign and in the opened window there will be "import" button (top right). As a last resort you may reload your device.
